Check if a transaction has been finalized by avalanche votes.
Arguments:
1. txid (string, required) The id of the transaction.
2. blockhash (string, optional) The block in which to look for the transaction
Result:
true|false (boolean) Whether the transaction has been finalized by avalanche votes.
